looking for a tilting bike rack that will carry 3-4 bikes. Is this possible?2018 subaru outback with class 1 1 1/4 subaru installed hitch

Since you have a Class I hitch installed on your 2018 Subaru Outback you'd need to replace it with a Class III hitch like the Draw Tite part # 76227 so that you can carry a three bike rack that tilts like the Thule Apex part # TH9025XT that you referenced.
