The end of the shank for the arms of the Roadmaster EZ Base Plate Kit # 521433-1 have a collar (for lack of a better word) and then a longer flat piece that locks it into place once the arms are placed into the base plates and turned. You can see this demonstrated in the attached review video.
Please note that a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components then I recommend the following setup for your 2012 Jeep Liberty:
EZ Base Plate Kit - # 521433-1
Falcon All Terrain Tow Bar - # RM-522
Combo Towing Kit - # RM-9243-1 (includes safety cables and wiring, plus locks and storage bags)
Brake Kit - # SM99243 (motorhome air brakes) or # SM99251 (motorhome hydraulic brakes)
Relay Kit - # RM-88400 if motorhome has hydraulic brakes
