Best Budget Friendly Locking 2-Bike Rack for 2016 Honda CR-V

Hi, I am looking to purchase a hitch bike rack 2-bike for my 2016 Honda CR-V EX-L. I had a Thule bike rack for my trunk on my Elantra and that worked well. I dont want to spend over $200 for a bike rack, but would like one that also allows locking the bikes onto the hitch. Any advice would be greatly appreciated. I will be purchasing a Class 3 Trailer Hitch with 2 Receiver #13119 from etrailer as well. Thanks,
