The Torklift Tie Downs part # TLC4203 and # TLC3205 fit your 2004 Chevy Silverado 2500HD gas with a short bed, running boards and a factory hitch. If you had a long bed you'd instead use the # TLC3206 for the rear set instead of the # TLC3205.

Yes they will fit, Torklift specifies that the boards they fit run also under the bed and not just cab length.
