Your picture shows the height settings from top of the ball to the base.What are calling the base ,is it the pick-up bed or top of the rails?

The Andersen Ultimate Connection 5th Wheel Trailer Hitch System with Adapter # AM3200 height is from the top of the hitch ball without adapter to the top of the base rails...not the bed.
Height adjustments: (measured from top of rails to top of ball mount)
18" Upper position
16-7/8" Middle position
15-3/4" Lower position
