What wiring harness would be recommended for installing a Redarc Tow Pro Elite in a 2020 toyota tacoma? Also would a 30 Amp fuse be required?

In order to install the Redarc Tow-Pro Elite Trailer Brake Controller part # RED44FR on a 2020 Toyota Tacoma you'll need to use the Tekonsha Custom Wiring Adapter part # 3031-P and the Redarc Tow-Pro Wiring Adapter for Tekonsha Brake Controller Harness part # 331-TPH-017 which will make for a complete plug-n-play installation. There won't be any additional fuses or relays needed.
