I'm assuming you're speaking of something like the Reese # RP58305 Bolt-On Chain Hanger Brackets.
If that's the case, they'll be really easy to use. What you do is hitch up the trailer, and before attaching the chains use the trailer jack to raise the front of the trailer along with the rear suspension of the vehicle by a few inches. This takes the tension out of the system and will allow you to easily attach the desired chain link to the peg on the hanger. Once attached, lower the jack as you normally would. This is shown at the 3:05 mark in the video I've linked for you.
