How do I keep the offset from slipping and moving around even when set screws are tight it still spins on itself? Thanks

I'm not entirely sure what you mean by slipping, but the purpose of the front adjustment bolts on the Convert-A-Ball Cushioned 5th-Wheel-to-Gooseneck Adapter w/ Offset # CAB-C5GX1216 is to allow you to lower the ball coupler over the gooseneckball, if extra height is necessary for your application.

According to the manufacturer's installation instructions, all adjustment bolts must be tightened down to approximately 185 ft-lbs. The jamb nuts also need to be tightened down firmly, though there is no torque spec for these.
