Can Saris Freedom 2-Bike Rack be Used for Carbon Fiber Frame Bikes

Bike rack SA4412B. Is that bike rack can be used for carbon fiber frame and carbon wheel bike?

Yes, the Saris Freedom 2-Bike Rack # SA4412B can be used with bikes that have carbon fiber frames and wheels; really, any bike rack is able to carry those types of bikes, it is just generally not recommended because they make contact with the frame and may cause damage.
A bike rack that grasps bikes by the wheels is a much better option and highly recommended for carbon frame bikes in order to avoid any type of damage. For great alternatives to the Freedom I recommend checking out either the Hollywood Racks TRS 2-Bike Platform Rack # HR3000 or the Saris SuperClamp EX 2 Bike Platform Rack # SA4025F.
