Is this the right installation kit for Reese 16k revolution sliding 5th wheel hitch model 30051 and a 2013 ford f150 5.5 foot bed?

The correct installation kit for your 2013 Ford F-150 is in fact the Reese Quick-Install Custom Installation Kit w/ Base Rails for 5th Wheel Trailer Hitches, part # RP50081-58.
That being said, it sounds like your 5th wheel trailer uses a Reese Revolution Sidewinder Pin Box, so if you're using a sliding hitch like the Reese # RP30051, you'll want to make sure the slider remains locked and slid forward at all times to prevent any damage to your tailgate.
As alternative, you could convert your slider hitch # RP30051 into a fixed hitch # RP30047, simply by replacing the slider base with the Reese legs # RP30727.
