Is Thread Locker Recommended Installation Hardware of etrailer Brand e98906 Trailer Hitch

Do you recommend any Locktite or any other substances to prevent the hitch from coming loose?

If the # e98906 hitch installation hardware is torqued according to the instructions, it won't be necessary to use # LT37420 thread locker. You can certainly do so if you wish, however please note that the torque specs mentioned in the installation instructions are for dry torque. If thread locker is used you'd use different torque specs (wet torque) which can be looked up online dependent on the size and class of the fastener.
