I spoke with my contact at Reese and he informed me that there are two possibilities that can explain what you are experiencing. The first one is if the legs of your slider are not square in the rails it can get bound up and it will prevent the locking mechanism of the slider from engaging completely.
The recommended way for checking that is to remove the hitch from the rails and turn it upside down and so that the legs of the slider are suspended in the air and see if the slider locks both legs of the hitch into position. If they both will lock into position then you know the legs are not sitting squarely and the mechanism is not be allowed to activate.
The other possibility is that the leaf springs that keep the locking arm in place have broken and the spring pressure is no longer keeping the mechanism in place. If when you have the slider slid into either the tow or maneuver position and the arm can move easily back and forth you know the internal spring is broken.
