The problem you are experiencing with the Agility brake controller # HM47294 could be as simple as it not being mounted within the correct tolerances as indicated in the instructions which I have linked for you. If it is tilted or turned left or right, or if it is more than 70 degrees nose up to -20 degrees nose down, then this can affect performance.

If you have the controller mounted properly, go through the set up procedures as indicated in the instructions.

If you are still having problems, sever the blue wire a few inches back from the back of the controller. Use a circuit tester like # 3808 if needed, to test the blue wire, brake controller side. Apply the manual override on full. It should show a constant signal. If it does not then this indicates a problem inside the brake controller and it will need to be replaced.

You will also want to check the placement of the red wire on the truck side. You should be using harness # HM47795. The red wire comes detached from the plug that connects to the truck. On a 2003 it needs to be in the bottom left location (with the blue tab facing up), next to the blue wire like in the instructions I have linked, Figure 4. I have also included a picture.

If the red wire is in the wrong place that can cause the brake controller not to function properly.
