The best ladder rack and tonneau cover combination for a 2019 Ford F-250 is the Thule TracRac SR Sliding Truck Bed Ladder Rack part # TH43003XT-785 and BAK Revolver X4s Hard Tonneau Cover part # BAK99ZR.
The reason this is the best option is because you can adjust the position of the uprights wherever you want them like moving the rear upright all the way up so you can still haul taller items. The shape of the crossbars also allow you to carry recreational items like kayaks as well as utility items like lumber. The tonneau cover is then super durable allowing it to even support up to 400 lbs if needed so you don't have to worry about stuff falling on it and causing damage i.e. using your truck as a truck.
