We don't have any great hitch adapter solutions that you could use to add additional rise to the hitch setup you are using to carry your hitch mounted cargo carrier. Doing so adds quite a bit of movement to the hitch setup and cuts the capacity of the hitch by 50 percent. So your best option is to go with a cargo carrier that has a higher rise built into the shank.
If you were looking for a traditional kind of cargo carrier then I recommend going with the Rola Dart Cargo Carrier # 59550 which has a shank rise of 4-1/2 inches. The carrier with the most rise is the enclosed Carpod Walled Cargo Carrier # M2205 which has a shank rise of 5-1/2 inches.
We have two other carriers the # e98874 with a 2" shank rise and the #63153 with a 2-1/2" shank rise.
