I do have a couple potential solutions for you, however all of our trailer tongue-mounted bike racks options like the Lippert Hitch-It # LC731138 or the Swagman Straddler # S80503 are only rated for carrying up to 2 bikes. There isn't a trailer tongue carrier available that can safely support 4 bikes.

Depending on the size/weight of your trailer, a really nice option is the Swagman Original 4 Bike Rack # S64675. This will attach to the 2" hitch receiver on your tow vehicle like normal but it features a built-in ball mount at the other end that you can attach the trailer to.

The Original has a towing capacity of 3,500 pounds. I have attached a short video review that you can check out as well.

If your trailer is too heavy for this setup, your best option will be to mount a bike rack to the rear of the trailer, either via a frame mounted hitch like the Curt # C13704 and trailer-approved 4-bike rack like the Trailhead # S63381, or with a carrier that can be mounted directly to the trailer itself without the use of a hitch receiver, such as the Swagman 4 Bike Carrier # S80600. This rack will work great as long as your trailer features a continuous welded steel square bumper that's between 4 and 4-1/2" wide.

I have included a couple video demonstrations on these racks that you can also take a look at.
