You can use the Curt Multipurpose Ball Mount, part # D210. It will provide a rise of 4-3/4 inches above the top of the receiver opening on the hitch. This should provide you with the additional height you need, plus the ball mount receiver has a high enough tongue weight capacity at 350 pounds to handle the weight of your sign pretty easily.

You should note that when you use any type of adapter or extender you cut the tongue weight capacity of the hitch in half. So whatever the capacity of your hitch is you will need to cut in half to determine what your capacity is and make sure not to exceed it.
