Can Thule DoubleTrack Carry Bikes with Step Through Frames

Sounds like you are wanting to carry a bike with a step through frame with the Thule DoubleTrack Pro XT part # TH92BJ that you referenced. This is definitely possible as the hook for the frame can come down and secure to a step through frame like what you have. I attached a picture that shows this as well.
If the frame is super low like an e-bike might have we have the bike frame adapter bar part # UB01 which would help out with that as it attaches to the seat post and steering stem and provides a horizontal attachment point for the rack.
