There is not an exact set minimum tongue weight for the Curt Rebellion XD Shock Absorbing Adjustable Ball Mount w/ 2" part # C45949-22516 however it is not going to be very effective on a light weight trailer. We have asked Curt before about lightweight trailers between 2k and 5k and they do agree there won't be enough tongue weight to compress the cushioned isolator so you would essentially be paying for something you can't use.
I recommend to use the Convert-A-Ball Dual-Cushioned part # CAB-UM which has a polyurethane interior that acts as a shock absorber to reduce vibration instead of a cushioned isolator like the Curt. The Convert-A-Ball Ball Mount has a 5,000 lb capacity and provides 8-1/2" of rise or 9-1/2" of drop. If you need a 2" ball you can use part # 40038 or a 2-5/16" ball you can use part # C40007. I have attached a video for your reference.
