We actually sell a hitch for the 2001 Dodge Ram that is designed for vehicles with drop bumpers. You should check out the Draw-Tite Trailer Hitch # 41504, this hitch has a distance of 7.44 inches from where the hitch mounts to the frame to where top of the hitch opening.
The Draw-Tite Ultra Frame Trailer Hitch # 41923 that you referenced has a distance of 6-1/4 inches from where the hitch mounts to the frame of your vehicle down to where the hitch opening is.
I attached installation instructions for these hitches for you to check out also.
