The best trailer hitch for the 2019 Subaru Outback Wagon is etrailer.com hitch part # e98847. The etrailer.com hitch has the highest towing capacity available for the Subaru Outback Wagon at 4,000 lbs gross towing weight. It features about an inch more of ground clearance compared to the other options. The extra inch of ground clearance is helpful when you're carrying a bike rack or cargo carrier in low ground clearance driving situations like backing down a hill. I have attached an installation video for your reference.
For the wiring I recommend Tekonsha T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector part # 118467. The Tekonsha brand wiring harnesses have proved to be a bit more reliable compared to the other brands especially the converter boxes integrated into the harness.
If you plan on doing some towing you may consider the etrailer ball mount kit # 989900. It comes with 2 ball mounts; one with a 3/4 inch rise or 2 inch drop and one with a 2-3/4 inch rise or 4 inch drop. It also includes a 1-7/8 inch ball, 2 inch ball, hitch pin with clip, and a storage bag. If you are not sure how much rise/drop you may need in a ball mount to tow your trailer level, I recommend to take a look at the helpful article I have attached about how to figure the amount of rise or drop you may need.
