The Timbren Heavy-Duty Rear Suspension Enhancement System, part # TFVR001, that you have referenced, is the correct part for your 2000 Mercury Villager. It is designed to attach to the vehicles frame above the rear axle. It will replace the factory bump stop on your vehicle.
The Timbren air spring will sit slightly above or slightly touching the rear axle. When your vehicle is not loaded your factory suspension will work as it normally does. When a load is put on the rear of the Villager it will cause the hollow rubber air spring to compress and work progressively. When the hollow rubber springs are compressed, the convoluted design causes them to quickly collapse along the folds. Once the folds are compacted, the stacked barrel shape provides increased resistance, stiffening the suspension and keeping the vehicle level.
The Timbren system is designed to work with a suspension system that is in good working order.
I am including links to the installation instructions and a FAQ page on the Timbren suspension system.
