The green light on your Tekonsha Voyager Brake Controller # 39510 will illuminate when you connect a trailer and it's normal for it to be on even if you haven't started the ignition on the tow vehicle. Since the brake controller is wired to the vehicle's battery for power, it's still ready to go as soon as a trailer's hooked up without having to actually start the vehicle.
There's no need to worry about this light (or the brake controller itself) potentially draining the vehicle's battery if you leave the trailer hooked up after a trip, as it only draws 5 milliamperes of current. For reference with this type of draw it would take over 10,000 hours for it to drain the vehicle's battery (assuming you don't even start the vehicle at any point during this time).
