Sounds like you have a short between the brake output circuit on your trailer wiring and one of the stop/turn circuits which is causing the brakes to get the full 12 volts of braking power when the blinker is on. So what you'll want to do is go over the trailer wiring and vehicle's trailer wiring looking for any obvious signs of a short like exposed wire or corrosion and fix as needed between the two circuits.
