The maximum towing capacity of a 2017 Ford Explorer will vary from 2,000 lbs to 5,000 lbs depending on engine options. If you take a look at page 240 of your owner's manual you will see these capacities listed for you here. The total weight of the boat and trailer cannot exceed the maximum towing capacity so if that is the case then yes, you can tow a boat trailer. I have attached some parts you will need below as well.
