It sure can. You'd just need to find a 12-volt feed and ground from the battery and a connection to the brake lamp circuit. It won't matter to the controller whether it's installed on a motorhome or a moped, so it should work just fine for you. Typically a brake controller installation kit like # ETBC7 is used, the kit provides the 7-way trailer connector, wire, connectors and circuit breakers needed to complete the installation. I've linked you to a help article that explains how the installation would be completed. The # 39523 brake controller you looked at would be a good choice, because as a time-delayed brake controller, it can be installed in any orientation you wish. It doesn't need to be mounted in any particular direction, although it should be within easy reach of the driver.
