Can you use both the 7 blade and the 4 flat on this part?

The 7- and 4-Pole Trailer Connector Socket # HM40975 is not designed for both connectors to be used at the same time. Since both connectors share the same circuits, they could easily be overloaded if used at the same time. The doors would also interfere with one another if you tried to plug into both sides.
If you are trying to plug in your 4-way to a 7-way plug so you do not have to wire the 4-way functions from the 7-way plug then there are options to do that. If you let me know your year make and model I can recommend a plug with a 4-way adapter pigtail.
