Yes you can flat tow a 2011 Chevy 2500 with the Jayco 25 R E450. To do so you will need the following parts: Tow bar, Base plate kit, Safety cable set, Tow bar wiring and supplemental braking system.
I recommend the Demco Excali-Bar III Non-Binding Tow Bar - # DM9511013 which includes safety cables so that's one less purchase to make here. Each arm attaches and detaches from base plates with 2 easy-to-access pins and adjustable-width arms fit a wide range of base plates. This saves time and hassle so you can enjoy more of your time outdoors with family. Plus it has a heavy duty capacity of 10,500-lbs so you can feel secure knowing your setup is sufficient to do the job.
For base plates, I recommend the Demco Classic Base Plate Kit # DM9517321. The hidden reinforcement design means that less of the bracket shows and the simple installation process requires no welding.
The Brake Buddy Stealth Supplemental Braking System # HM39530 is a fully proportional braking system that never has to be removed, replaced, or reset. The Actuator installs out of sight and remains virtually invisible when your car isn't being towed.
If you have non-adjustable brake pedals, the Roadmaster Stop Light Switch Kit # RM-751424 Stop Light Switch Kit is needed to run the Brake Buddy Supplemental Braking System. If they do happen to be adjustable, Roadmaster Stop Light Switch Kit # RM-751463 is the part you need instead.
It is worth noting the Jayco owners manual is clear in saying a factory installed hitch receiver is required. Models without the installed hitch frame and bumper were not designed for towing. If you have the factory installed hitch, then your Chevy 2500 is towable as is without speed or distance restrictions.
I also recommend the Roadmaster Universal Hy-Power Diode Wiring Kit # RM-154. It wires into the tail light circuits of your vehicle and uses diodes to prevent any electrical feedback. The included 4-Way connector mounts to the front of the vehicle and the coiled wiring does from there to the 4-Way on the RV.
