Thank you for the specifics. Please note that you are only able to flat tow your 2013 Mini Countryman S Model if it is a FWD. According to the owner's manual if you have an AWD it must be towed with all 4 wheels off of the ground.
With that being said, the Blue Ox Ascent Tow Bar BX4370 is a great choice and with that you need the Base Plate Kit # BX1308. You should have received safety cables with your tow bar but in the event that you don't have any I recommend part # BX88196 which are coiled and rated for 7,500 lbs like your tow bar.
I'm not sure if your 12V accessory outlet will be hot while flat towing so if it isn't you need the Kit # RM-9332 so that you can power the Patriot # BLU37TR braking system.
Then for wiring I highly recommend the Flexo-Coil Wiring Kit # RM-15267 because it gives you a clean looking installation and you can add the Charge Line Kit # RM-156-25 to help keep your battery charged.
The only other thing you may need is a high-low adapter so that you stay within the 3" safe range for the tow bar. I have linked our selection of adapters for you to check out as well as an article that will help you determine which is the best one for your application.
