According to Dometic, the company that purchased the water heater division of Atwood, there's one of three problems that could be occurring here. The circuit board, the relay or the element could be bad. With the electric turned on, test the yellow wire leaving the circuit board. If there's no power on it, the board is bad and should be replaced. Then check the wires leaving the relay. If there's no power on there, the relay is bad. Then, check the wires leading to the heating element. If there is power reaching the element, but the water isn't heating then the element is bad and would need to be replaced.
