Does Rear Rail of Curt 5th Wheel Rail Kit for 2014 Ram 2500 Only Bolt Through Truck Bed

Question:

The right rear bracket only has one hole that goes up through the bed for the rail to attach to. The rail requires 2 bolts per corner. So where is the second bolt kn the corner supposed to go??? Does it only get one bolt to a bracket, and the other bolt just gets attached to the sheet metal bed???

I attached a picture that I took from the install instructions for the Curt fifth wheel rail kit part # C16427-204 and that specific bolt does only attach to the truck bed. I also attached an install video for this as well.

It seems odd, but this is how Curt designed the kit and tested it to determine it was safe.
