According to my research all 2016 and 2017 Ford Explorers have provisions for the tow package so there should be a connector for the T-One # 118540. With that being said, if these vehicles were designed for fire department use then there could be modifications that were done which took that connector away because from your picture your connector clearly doesn't match up with the T-One as you stated.
If you can't find any other connectors then your best bet is to hardwire your trailer wiring. For this you need a universal wiring kit like the Curt # C59236 and then the Wiring Kit # ETBC7 to give you a fully functioning 7-Way. I have attached the installation instructions for each that you can check out for your installation. Please let me know if you have any additional questions.
Something that may help with this installation is if that connector you found carries the various functions needed for a 7-Way then you could possibly cut off that connector and splice into the wiring right there.
