There is one option for a brake controller for your 2016 Toyota Highlander that will not require any type of wiring whatsoever, but that would only be if you have the factory tow package with a 7-way. It sounds like you do have this so if you do not want to do any wiring at all (and who does?) the only brake controller with this option for your vehicle is the Curt Echo Mobile Trailer Brake Controller - Wireless # C51180.
This controller plugs right into your factory 7-way and allows you to use your phone to set up the controller. It is the easiest brake controller on the market to use and will provide you with smooth, effective braking.
If you do not have the factory tow package with a connector then you would need to add wiring; for a 4-way you would need the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118449 which fits '16 Highlanders without the factory tow package and no converter under the dash. You would also need the Universal Installation Kit for Trailer Brake Controller # ETBC7.
I have added links to video reviews and a help article on brake controller installation which I recommend checking out.
