What is your e-coat base? Is it galvanized prior to powder coat, or something else? In addition to a laymens term/answer, a technical answer or coating specification would be appreciated.

Technically, an E-coat is an immersion of the hitch in a solution with a paint emulsion (like an adhesive). Electric current is applied and this is what ensures the coating to adhere to the hitch; the paint emulsion will work into the hitch. This happens before the powder coat, and the two combine for the best possible rust corrosion resistance.
