Should Blue Wire on Brake Controller Have Small Power Voltage When Not Connected to Trailer

The blue wire puts out slight signal for a brief second some times for longer never higher than 1.5

The small pulses of power you are getting on the blue wire for the Hopkins Agility Brake Controller # HM47294 is completely normal. Most brake controllers, not just the Agility, send out this frequent pulse in order to detect a trailer connection. It's basically its way of shouting into to a tunnel to see if somebody at the other end says hello. It is a very small amount of power and you don't need to worry about it draining the battery on the vehicle or causing any other issues.
