I have power from electric brake controller manually but not with brake pedal 2002 chev 1500

Check the third brake light fuse of your 2002 Chevy Silverado 1500. This fuse is what controls the stoplight switch for the brake controller which tells it you have the brakes applied. This is a very common problem for your generation of Chevy Silverado.
