Best Way to Attach Rightline Gear Sport 2 Rooftop Cargo Bag to Roof of 2019 Subaru Crosstrek

My 2019 Subaru Crosstrek has both side rails and cross bars. Can I set the cargo bag on top of the cross bars and anchor to the side rails or would it be better to place directly on the roof surrounded by the side rails and cross bars?
