This is simply because the tongue weight should be about 10 to 15 percent of its loaded weight. I looked up the specs for your Forest River Wildwood 27RKSS and it appears that the 720 pound tongue weight that you mentioned is with the trailer empty.

Also keep in mind that any added cargo weight coming from behind the rear axle of your tow vehicle needs to be added to your total tongue weight as well.
