I have 15 inch tires on my trailer. Have about 2 1/2 inch space from top of tire to fender and about an inch and a half from inside wall to tire. What is the biggest rim and tire size I could get

You most likely are already at the largest size you can have on your trailer. The tires should have about 4 or more inches from the top of the tire to the fender when the trailer isn't under any cargo weight. The suspension needs room to move to absorb shock without rubbing on the wheel fender, and that deflection is probably at minimum right where you are when loaded. If your trailer is built stronger than the load you are carrying you may not have as much movement but also will have a more rigid ride.
If the 2-1/2 inches you referenced is from the loaded and lowest spot, you may be able to go up to 16 inch wheels. I've linked the page to both options for you and have also attached an article to further assist with the tire sizes. You will want to use the articles to assist with total diameter as well as the width of the tire to ensure clearances.
