Does Weight Distribution Hitch Head Setting Affect Spring Bar Tension

If I am at the max washers for tilting the head and need more chain. Do i just move the hitch shank down a notch?

Moving the hitch head of the weight distribution system to a different set of mounting bolts on the shank will not accomplish what you are looking to do. It would only change the height of the front of the trailer.
If you are at the max angle of the head of the system and are out of chains yet you are still not getting the spring bar tension you need the real problem would be that you are using a weight distribution system rated too low for the trailers tongue weight. If possible, you'd want to replace the spring bars of your system with a higher rated set.
If you can let me know what system you have I can see if that's possible or what your best solution would be.
