When installing the Draw-Tite Max-Frame Trailer Hitch Receiver # 75784 on your 2013 Acura RDX the included spacer block is indeed required. I have attached an image from the installation instructions that show the block being used (part 5 in the picture) on the Acura RDX starting with your 2013 model year.
I have included the full PDF link for the installation manual below that you can also look through.
