The Reese Steadi-Flex Weight Distribution System # 66557 that you referenced can be installed on a trailer that features a side-mounted jack but it's going to depend on exactly where that jack is mounted on the frame. The sway control brackets for this system need to be attached to the frame 25 to 32 inches back from the center of the coupler.
What you can do is take a measurement from the center of your coupler back to where the jack is mounted to see if it is positioned beyond this range. If so then you're good to go but if it's further up towards the coupler you could have some interference. In this case you can either move the jack back or even move it to the inside of the frame channel to avoid interference with the spring bars.
I have attached a couple short video demonstrations on this system that you can check out as well.
