This is a unique question with a couple of different variables. That is a lot of weight to lift vertically which isn't the normal use for any of the electric winches we carry. They are designed for rolling loads and not a vertical pull of that capacity. We don't have a manual winch capable of the capacity you are seeking but these will run off a 12V battery (so power outage wouldn't be an issue) and you can always use a charger/maintainer like # CTEK56353. I've linked the page to your options to assist because the Amp Hours of your battery will determine the best charger/maintainer option.
The best option we carry would be to use the Bulldog Winch Trailer Winch - Wireless Remote - Synthetic Rope - Hawse Fairlead - 12,000 lbs # BDW10040 mounted horizontally and then use a snatch/pully block like # BDW20049. You will want to pay attention to the line speed and the duty cycle for your application.
