How to Bleed Trailer Brakes with Electric-Over-Hydraulic Brake Actuator

Electric over hydralic trailer brakes bleading? I am getting very little fluid to the new calipers

The instructions may vary depending on the brand of the electric-over-hydraulic (EOH) actuator but for the HydraStar actuators, like part # HS381-8067 that you referenced, it basically boils down to using the bleeder screw and the brake controller on your vehicle (with your tow vehicle's ignition turned on). The entire process is a bit more complicated than that though so I have attached a clip from the instructions for the HydraStar actuator that walks you through the brake bleeding process.
