Bike Rack Solution for 2018 Honda HR-V to Allow Rear Hatch to Open

Can you still open the hatch on a 2018 HRV with the rack installed?

Except for 1 trunk rack, you cannot open the hatch of any vehicle with a trunk bike rack installed Whether it's loaded or unloaded. The additional weight of the rack would potentially cause the hatch to slam down unexpectedly and hurt someone plus the top hooks of the rack would also most likely dig into the body of the vehicle as the hatch opens.
The only trunk rack that allows you to open the trunk with the rack installed (but not the bikes!) is the Thule OutWay. The three bike version of the OutWay #TH56BV is NOT a fit for your Honda. However, the 2-bike version, the OutWay # TH45JV is a confirmed fit for your 2018 Honda HR-V.
If you could make a 2-bike rack work, The OutWay # TH45JV is the best of the best. It easily installs with only 2-straps instead of the 4 or 6 of other racks. This rack comes with all of the options available. You can check out the video that I attached for you.
If you need a bike rack solution that will allow the rear hatch of your 2018 Honda HR-V to open, you'd need to look into a hitch option. Which for that you'd need to start with a hitch confirmed as a fit for your vehicle like the EcoHitch part # 306-X7322.
With the hitch installed, you could use a tilting bike rack like the Swagman Chinook # S64683 which can tilt down and give access to the rear hatch of the vehicle like the picture I attached shows. I also attached a review video for this rack for you to check out as well.
