For your Keystone Cougar Trailer equipped with 4,400 pound axles the Dexter Nev-R-Adjust Electric Trailer Brake Kit # K23-478-479 should work perfectly. These are designed for 4,400 pound axles but you will just want to make sure your existing mounting flanges feature the same 4 bolt pattern (see attached image) and your hub drums measure 10 inches x 2-1/4 inches.
These particular brakes also have the Nev-R-Adjust feature which means you won't have to perform periodic manual adjustments to ensure optimal performance. Two assemblies are included (Left Hand and Right Hand) so you will just need to order two sets to cover both of your axles.
I have included a short video review that you can check out as well.
