Question:
ON a 2001 Cherokee hard to find a place inside the car. Is the control unit waterproof and intended for installation under the car in a reasonably protected location where it will be exposed to water?

The Upgraded Circuit Protected Tail Light Converter Hardwire Kit w/ 4-Pole Connector and Circuit Tester # 119178KIT is a universal kit that can be mounted on the frame under your 2001 Jeep Cherokee, but it is not the best location for it and it could possibly be damaged.
I strongly recommend forgoing the use of this universal kit that can be a difficult installation and instead using the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118354 which is designed to fit your 2001 Jeep Cherokee. To install this all you have to do is plug in the connectors behind the rear quarter panel trim on the driver's side, then find a good place to ground it. The connector will comfortably be in your Jeep's rear hatch and out of harm's way.
I have added a link to a video of this harness being installed on a 2001 Jeep Cherokee as well as a link to the written installation instructions.
