I checked with Roadmaster and yes, the Roadmaster Even Brake Portable Supplemental Braking System # RM-9400 will work work to flat tow your 2000 Toyota RAV4 and be a great way for you to get smooth and effective braking.
There are a number of other parts you will need to flat tow this car as well, which I'l list for your convenience:
- Base Plates: Roadmaster Crossbar-Style Base Plate Kit # 1142-3
- Tow Bar: Roadmaster Falcon All Terrain, Non-Binding Tow Bar # RM-522
- Safety Chains: RoadMaster 68" Single Hook, Coiled Safety Cables # RM-643
- Wiring Kit: Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267
You may also need a high-low adapter in order to keep your RAV4 level, and I've added a link to a help article which shows you how to determine if you need an adapter as well as a link to our selection of adapters.
