Can BoatBuckle G2 Ratcheting Transom Tie-Down Strap Install to Trailer Frame by Drilling Hole

Could I simply drill a hole in the rectangular tube of my trailer to mount the boat buckle, or should I put a sleeve over the mounting bolt?
