Prodigy P2 Brake Controller Showing SH and OL Error
Question:
The breakaway plug came out, I put it back in, it came out during travel, gave the controller a s.h. signal, and a o.l. signal. Put on a new breakaway plug, still have the short on the controller.

If your Prodigy P2 # 90885 brake controller had an O.L. error and now an S.H. error it means you have a short on the brake output circuit you will need to find. Since you said you installed a new breakaway that is almost certainly the reason.
A breakaway switch wires to the brake feed so there is clearly an issue with the wires being pinched or otherwise damaged. You will need to go back over that wiring and find the culprit, repairing as needed because that is almost certainly the issue.
